How to use a jpg file as wallpaper in kde?

click the cashew at the top right-->click folder view settings--> click open -->add the file you want to use, that will add it to the wallpaper options --> select it and click apply.

Another way is to right click the desktop and chose Folder View Settings and click on open.

I use Kuickshow and you can just drag the .jpg to the desktop and you will get prompt if you want to set is as your desktop.
Be very, very kind to your neighbors, but don't take the fence down!

If you want to have it available open dolphin - view - show hidden - open .kde4 - share - wallpapers  and copy there the wallpaper you want, that way you will have it in wallpaper options

I fail to understand why it is not in the desktop effects menu. It would be easy to find there.
A bit of time invested in learning Linux pays off in the long run compared with using the other virus infested stuff on offer.
