Alright. Tried some of the suggestions that you gave me Andy, and I got some interesting results. Still no playable youtube in any of the combos, but thought i'd post the results here. If you have any more ideas for this particular set up i'll try them tomorrow (done screwing with this stuff tonight, need to get to bed), but I'm thinking at this point the easier solution is probably just to try this new video card and hope for the best.

Error from running amdcccle:
amdcccle: error while loading shared libraries: libQtGui.so.4: cannot open shared object file: No such file or directory
So off to synaptic i go. I couldn't find libQtGui.so.4 but i did find something called libQtGui4.
Installed from synaptic and got the extra output was generated message, which was this:
While installing package libqtsvg4-4.7.3-1pclos2011:
/var/lib/rpm/filetriggers/ldconfig.script: line 2: ldconfig: command not found
The catalyst control center is now working however.
Enabled tear free mode as per texstars suggestion:
Had some kind of weird issue after hitting apply where catalyst control center seemed to be crashing, ran the command aticccle that andy gave me again to see what it said.
Said process was already running and gave me a number. I figured this was the pid and killed it.
Went back to desktop and started AtiCcc again and it worked fine. Not sure what this was about.
After confirming that youtube still wasn't playing smoothly, i went through the possible settings i could think of from the suggestions in this thread and played a video in you tube on full screen under each of them while monitoring top from a true console(not emulated).
Hardware flash acceleration off: (Still with both lines i added to mms.cfg and tear free on) cpu usage is around
Hardware acceleration on: (same mms.cfg set) Same CPU usage. Maybe averaging about 2% lower.
After removing the linuxdecode something or other line from mms.cfg:
Hardware acceleration on: around 45% cpu usage
Hardware acceleration off: Around 38%
Ram usage was pretty much the same throughout all of these settings (around .8%).
Not sure if that means anything to you, but i figured i'd share in case it does, or if anyone stumbles across this thread in the future, maybe it will mean something to them. Seemed extremely strange that cpu usage went down slightly in both cases when hardware acceleration was turned off, but then i'm no hardware expert, and especially not when it comes to graphics.
