For future reference, doing anything in the filesystem outside of /home must be done as root. You can not make such changes as user. 

........I'm marking this as solved , as I followed NEAL's "explicit" directions on the clients machine....I'm sorry it took so long, but i have been ill, and this client is about 20 miles away.

Thank you again NEAL for such "step by step instructions"...You went that EXTRA mile....it was a great help, and learning process, how to fix.

This LXDE is the BEST out of all the linux's.... many senior clients are "luvving" it {with their older machines}.....
