Is this even possible? I am using the new 4.8 version with the latest 2011 release. I do see it has some config options but not for the bottom.

Those articles were written for 4.6 but I can't imagine it would be so different in 4.8..... I hope.

To move the panels just right click the panel and go to panel -> panel preferences and un check lock panel than you will see a handle on the left side of the panel and you can move it around. The re check lock panel. :) In 4.8 things are a bit different but easier or maybe more intuitive
