PCLinuxOS is an Operating System, just as Windows Vista or Windows 7 - only better of course

It is not an application like an office programme or a media player.
There are seven 'flavours' available - as you referred to in the top corner of the page you linked to.
Some are more 'feature filled' (graphical) than others, to suit peoples' tasts and hardware.
I suggest you try the KDE version first, if your hardware is reasonably modern (within 5 years or so).
All of those listed are designed to be run from a liveCD and installed from there is required ....... the links lead to an image file (ISO) which should be burned to a CD or DVD (as an image).
Running such a liveCD will not interfere with your Windows install, so it is suitable to 'have a look at' without fear.
Bear in mind that optical media is much slower than an installation to a HDD, so the operating system will not run at its best from CD/DVD, but should be sufficient to get a full experience of it.
Don't be afraid to grab a few of those available, burn them to CDs and see which version suits you best.
