problem with notifyconf

Downloaded "notifyconf" and it doesn't seen to work here on my fully updated LXDE box, when run from lxterminal  I get

notify-osd: no process found

sh: notify-send: command not found

Have tried from user and root , both with a log-out and a reboot, nothin' .
any thoughts or fixes? I only care about getting notices down to 3sec or so.
Plan to be spontaneous tomorrow.

Starts fine here. Hmm...... try a reinstall of notify-osd.

Didn't help. Changed all the notifyconf files manually to 3 sec, (/usr/share/notifyconf, /home/"me"/.notify-osd, and same in root.)
the "notifyosdconf" folder in user was empty so I stuck a copy of the "default.def" in it to no avail as well. Still get the same output in lxterminal as before.
Any known unpleasant side effects from uninstalling notify osd ?

I don't know of any, but then I've never tried.
