Even when the only possible use is to infringe the copyright? When the IE supplementary licence says it is only valid if you "have a valid Windows license", most logical people would infer that meant for the system in which it is to be installed, not for, say, an old computer up in the attic.
IEs4Linux installs IE into wine on Linux, which is not covered by any Windows licence, whether you have one for something else or not.
Whether my analysis is correct or not, IEs4Linux simply doesn't need to be distributed by pclos because it only installs into wine, and is therefore no different from any other Windows program. All that runs on Linux is a shell script. it doesn't need installing, so it doesn't need an rpm installer.
