What exactly is not running?
Does it launch?
Have you entered your use account details?
Does the user SIP account register?

Have tried tohave one sytem call the other makes no dif rather the SID is user@locolip or user@my internet IP so obiously have some thing not set up right. Hope some knows what it is

Sounds to me like you have not set up any SIP account in the application, from which to call out.

Go through the following process and report if anything does not work .....  first undo any changes you may have made to Linphone settings ....... completely remove and then install again if unsure. Delete the file  ~/.linphonerc . This should ensure a clean start.

Go to
https://www.linphone.org/eng/linphone/register-a-linphone-account.html
and create a new user account --- a free SIP account.

I created an account called 'pclos', received my confirmation email, and clicked on the link in the email to activate the account.

That brought me to a page which confirmed activation and gave me the 'set up' info needed for Linphone or other SIP client. Copy those details to a text file .....  you will need them.

This is what I copied:

Sip identity : sip:pclos@sip.linphone.org
Username : pclos
Domain / Proxy : sip.linphone.org

OK, that is the new SIP account taken care of.

***

Launch Linphone and select Preferences from 'Linphone' on the toolbar.

Network Settings: no change for the moment

Multimedia Settings: I changed all the devices to Pulse as that is what I use, and then hit Play to test the output. For most users there will be no need to change anything here.

Manage SIP accounts: Add the account you set up, using the details supplied from the Linphone webpage and which you copied.

User Interface:    Select Language.    If you select to "Show Advanced Settings" then you get a Codecs Tab.

Codecs:     Here you can select preferred codecs for Audio and video ....  not needed initially.

Setup complete!  Select Done.

When calling out, that free SIP account will be used by default.
You can add more accounts to Linphone, and select when making a call which you would like to call from.
Calls can be received on any account set up and registered.

regards.
E&OE  ;)

EDIT:   for misspelling corrections

according to FireFOX the SSL for https://www.linphone.org/eng/linphone/register-a-linphone-account.html

is invalid, though I am not sure why

...

ok chrome thinks it is valid for some reasion...

....

ok have done all this. is there a test call box to see if it is working right? like you have with skype? I don seem to be able to call my self but that dont mean it is set up wrong.

Can you confirm that the new account, when displayed on the bottom bar, shows as successfully 'registered' just under it?

I didn't notice an echotest or such on Linphone, so I checked with another account.

EDIT:

To check the settings on Linphone you could use the echo test

sip:echo@iptel.org

It works well here.

EDIT:   If your MIC is not operating then you will hear nothing from the echo test .......

As said above ......  the first steps are to get and enter an account using the correct information, as supplied by Linphone web site, along with the password you used for the account.

Then check that the account registers.

If the account registers then it should be usable ......  but depending on hardware setup, it may be necessary to do some editing of defaults in the network section of Preferences.

If behind a router with NAT or Firewall active, then the easiest option is to supply a STUN Server IP to the app, and select that option in the settings ( 3rd option under "NAT & Firewall").

There are some good descriptions here which may help in understanding what is required and why
http://en.flossmanuals.net/Linphone/Preferences/
http://en.flossmanuals.net/Linphone/Configuring/

This page explains STUN and down near the middle of the page you will find a list of public STUN servers. You can use one of those in the option above  ......  I have found the Ekiga one quite good when required.

I hope the above is helpful.

regards.

on the echo I get no contact

When you set up the account you shoule be asked to enter the password for that account.
If you did not enter the password I thought you would be asked for it when you attempted to use the account to dial out.
Tick both of the boxes on the set up page ---- "Register at startup" and Publish presence information".
If necessary delete the account and enter them again in a new account.

The account will not register unless you have input the password, and thus cannot be used (until registered).

NB   I notice this thread is now marked {SOLVED}. It seems the original problem has been overcome so there is no problem is keeping the thread going I hope.
