Don't know about doing it globally. For taskbar icons, I right-click on the icon, then choose 'properties', then edit the description in the resulting dialogue box. Also works with desktop icons. It's cumbersome to do this one at a time, but I don't use desktop icons (except for removable drives), and only use a few launchers in the dock, so I only need to do it once, at initial setup.
