Top tool panel

I created a tool Panel at the top part of my desktop screen. Other windows don't cover it. I've made the new Window the top layer, but then everything else then drops below it.

How do I set the top panel so it gets hidden when a new window opens?

Right click the panel > Panel Settings > Advanced tab > tick Minimize the panel when not in use.

I'd rather keep it up and open. Any other way? If not, then that's what I have to go with.

Right click the panel > Panel Settings > Advanced tab > Untick Reserve Space, and not covered by maximized windows.
For some reason i can't get that to work when I just tried. It used to work for me.
