Then Safe Mode is working as intended but KDE isn't, probably because your partial upgrade has removed or changed something it needs.

Type mount. This will list all the mounted partitions. If no partition is mounted on / type mount / and if you get no error message, then try apt-get update && apt-get dist-upgrade.

Depending on whether you are connected to the Internet, you might have to wait a while for the process to finish. How do you usually connect to the Internet? Texstar has already given you the command if it's via the Ethernet socket - ifup eth0. If you connect by wireless it might be ifup wlan0, but that's more complicated or if you connect by some sort of modem it is probably ifup ppp0.

You need to be connected before you can run the update command successfully.

If the upgrade works, try rebooting into the normal system. However, it is much more likely you will get an error message at some point so tell us what and when and someone will guide you to the next step.

If the system isn't booted How can any update commands be useful?

Anyway,  after  consulting with a few long time pclos users, who said Gnome is much more stable, and probably wouldn't have had the problem, I had this before without any  sigle package update ,it just happened after an idle time, i decided to dwnload install Gnome.I'll keep the suggestions for future reference,Thanks to all who gave me their time and attention.

Because the system was booted. Only the GUI wasn't working.

Hope the Gnome install goes well, but beware selective upgrading. Pclos is not designed for that.
