New LXDE 2020.12 and CPUfreq applet not work

Pentium M Centrino 1,6 Mhz and CPUFreq says "Frequency: 0 Mhz" and "Governor: (null)"

Yes, in 2020 it doesn't exist anymore. cpus will have been replaced by more performing systems.
