Click on the desktop, select Settings >> Modules,
and see which modules have a relation to wallpapers,
say here which of them are (de)activated....

Something else you can try:
make a new user account via PCLinuxOS Control Center, log in as that new user, and see if the problem appears also there...

If configurations don't hurt you, you can just delete the .e directory in your original user account, log out, and log in again
(or copy the .e directory from /etc/skel/ to your home dir, and log out and log in again)

And you'll have the original configuration back (which probably will work  ;))

Had the same issue before.
Reinstall/install one of following packages in synaptic (easiest way)
econfig: pclinuxos e17 with qt apps config
econfig-ibar: default config of e17-light version
econfig-light: alternative config for e17-light with a classic layout with full lentgh shelf (panel)

Installing one of these will update the config in /etc/skel and for all users on the system.
Just removing ~/.e gives you the enlightenment dr 17 default setup.

If you did setup e17 to your own likings you can easily put ~/.e in an archive and keep it as backup.
