Boot from live environment, install Gparted, then go about doing the partition works might be the best way i guess since i want to increase the size of /root.

Indeed ...... you cannot interfere with any partitions that are mounted, so the live environment is a suitable candidate.

It would be much easier though, IMO, to securely copy the contents of the present partition to a new, bigger one, if you have one available.
There is always the danger of corrupting an install with what you are proposing
