I've never sought out anything from Test before. The scary stuff lives there. Some directions in layperson's terms please.

I will try it as soon as possible. I'll add testing at the end of the line in the repository which is configured, close the repos section, reload, update just cpufreq-utils and cpufreq it available as well in the testing repos, then remove "testing" from the end of the line, to be sure I won't forget and update all from testing next time I do the update.

If it is your everyday system, you may not want to try. Most people who test have a version installed dedicated to this purpose.

Generally I don't manage to bend systems far before they break, and I think it is a result of being still on the steep early bit of the learning curve. I'm not afraid. So you do it!  :D

I am not a specialist, I just notice that "ondemand" does not produce something that I would expect, and same for conservative (that is not taken in account at all).
