Was looking for a laptop touchpad config tool.  Found and installed "kcm_touchpad".
I then went into KDE's Systems Settings then Keyboard & Mouse and each time the app crashes.  If I uninstall "kcm_touchpad" the Keyboard & Mouse app works fine.

Can anybody else confirm this?

I don't have touch pad on this pc, but since the replies are on the wee small side I amg suggesting following:

What is the error logs showing, start with /var/log/messages

Is there any way you can start "kcm_touchpad" from konsole and perhaps messages appear here?

Time for some pc information  too :)

I've had that problem for a while. However, there's another touchpad listed under the Keyboard & Mouse menu and if I click on it I get a configuration display, but if I select General Information it reports that the touchpad driver isn't reporting correctly and that screen is grayed out. Otherwise, touchpad works OK. I've not seen errors in the logs.
Using Linux for over 18 years and still counting.

Yes, this is true.  kcm_touchpad has issues.  It is not a PCLOS thing, the kcm package is half-baked.  There is another simpler package called synaptiks that may give you better results, but still, not complete control as desired.

I suggest you uninstall kcm_touchpad and wait until the issues are settled.
Using Linux for over 18 years and still counting.
