Is KDE 4.5.1 taskbar able to work like windows 7 taskbar

For example, i have a launcher for Kwrite, after running it i want to click the same icon to access the program, similar to windows 7. Can that be done by the kde taskbar or other software?

Also, to put the mouse on top of the icon to show a thumbnail of the window.

Go to Configure Your Computer, select Workspace Appearance, Desktop Effects, check the box Enable Desktop Effects.  That will give you the thumbnails of running programs and yes you can switch to them from there.
