Is fglrx used with ATI or does Nvidia also use it?

As for ATI and Nvidia I have not had problems with either.  My desktop has a GeForce FX5200 and my laptop has a ATI Radeon Express 1100

I have been using nvidia 8600gt with ddr3 @ only 256MHz Ram and it works very well.
I also have nvidia chipsets, and wonder how much the chipset of the mobo matters in performance or compatibility of the video card, if any?

it does matters, in some circumstances if you have nvidia chipset and ati video card things won't work well, i had that problem

a specific game didn't worked well with the ati/nvidia but worked well and faster with the same ati/via chipset

some multiple video card systems will tell you that if you use ati video cards, use intel or amd chipsets and avoid nvidia, in general i try to avoid nvidia in all his forms
