Just double checked and I have tooltips  and information enabled. So far still good, I hope I didn't jinx it.

This issue is solved for me with the update to KDE SC 4.5.1.
Tested Dolhpin with Information Panel enabled (F11)
No delays and crashes atm.

Tested with usb devices connected.

I just tried it and KDE crashed for me as well

Maybe in KDE 4.5.2  ;D

Looks like it's not a bug in KDE 4.5.x but a DBus bug.

Installed DBus 1.3.2. from testing section and  I'm testing DBus 1.3.2 at this moment.
Had no delays/crashes with Dolphin with Information Panel enabled atm.

Hopefully solves a updated DBus the Dolphin meta info problems.
