It seems to come with the libhal-devel package. (libhal-devel-0.5.14-4pclos2010 to be precise.) But I don't think modifying the HAL settings will help. From the file:

I confess I haven't looked into any further that previously  :(

I, too, would be interested in how to manipulate the defaults, programmatically...I'm pretty sure I won't have time to read up any of this for a few weeks, minimum...but if I do find out anything, I'll post back here. ;D
