Questions about toonel.net

I have my brother running PCLInuxOS on dialup which is slow and  web pages seem to be increasing in content making the situation even worse. I have looked at toonel.net as an accelerator. It is java based from Sun and is cross platform. The website looks like it is not under development any longer but I guess it is still available. Does anyone have any experience with it or have knowledge of any other linux dialup accelerator?

Java scripts make many sites slow to load. You can run adblock to kill the scripts. Adbolck can kill images also.

Their are other programs that will reduce image quality to speed things up also.
