Date format revisited

This is becoming increasingly frustrating for me. I prefer the YY-MM-DD (ISO 8601) format for my dates. I have changed the format in Config desktop --> Personal --> Country/Region & Language --> Time & Dates but the dates in programs like Thunderbird and OOo are still dd/mm/yy (probably others but these are the only ones where it is a problem). I have changed .thunderbird to correct it there but every time it updates the date format is reset.

While I can change the display format in OOo I cannot change the input format - that is typing 10/11/12 is understood by the computer as November 10, 2012 not November 12, 2010.

My country/region is set to Canada which has set the ISO8601 as its standard (CAN/CSA-Z234.4)
Languages installed are British English and US English.

Any ideas on how to fix this once and for all?
