Does not addlocale do this job sufficiently?

For my language there are a lot of translations missing. For instance half of the PCC to start with :D

So, starting a PCC project on this site may get translators who are not necessarily PCLinuxOS users? Is this the idea?

Might I suggest you contact pinoc, as addlocale is his project, and explain to him what's missing and needs revision? He may well be able to use what's available at the site you linked to to improve addlocale and make it more complete. From personal experience I can tell you he's very dedicated, and a joy to work with.
