Cant connect to capture device

KDE 3.5 Minime 2009 fully updated.

I have a Belkin USB video/audio capture device but can't connect to it for some reason.
I want to be able to record video/audio and transfer/digitize all my old VHS movies. Have tried all the
usual apps from VLC upwards but no device is detected??.

I'm missing something obvious I know it..

Have also tried running it on a KDE4 install and it locks the machine up solid forcing a skinny elephant !!.
