It would help to know what kind of sound system you have in this beast. If it's an Intel, try looking in the switches section of Kmixer for an External Amplifier switch. Turn that off and see if it brings you around. You may also have to swap Master Volume and Headphone channels in the configuration file (from PCC). I remember the intel sound card for my old Gateway 3522GZ was a very versatile little beastie (almost too versatile), and I had to do this to get it working correctly (it's an "option" line in the sound card's config). Sometimes you might also find the "headphone" jack is actually configured as a line-out, but if that's the case, the "headphone" mixer control would not control it.
In some cases, the actual "PC Speaker" in a laptop is merely a small Sonalert, and has nothing whatever to do with the internal speakers. I don't think Toshiba is one of those types, but it's been a while since I split a Satellite open. (That requires patience, a nylon guitar pick, a set of precision phillips screwdrivers, and a good screw map - lots of different lengths in at least two different thread sizes...).
You might also try checking for a hardware speaker mute switch or volume control (although your external speakers would maybe not play if that's the case... hmm.) Those hardware switches can be on the upper bezel of your keyboard area, or on the edges of the case somewhere.
In the worst case, it could be that the leads for your internal speakers are disconnected, but that seems kinda high and outside at this point.
