Still plugging away with some tests in Opera. Decided to continue with the thread to keep items in same place.

From reset K-menu, good menu system
From K-menu placed Opera in Panel
Used Panel Icon Properties
Changed the command: "opera %u" to "opera %u -newwindow" (%u seems to have no effect)
Result removes K-menu Opera item, and the Panel icon is replaced with ? in Opera icon
  Panel icon with ? remains
Using this panel Opera (?) icon will start Opera Window with proper Icon showing in taskbar picture 10

Checked following:
/usr/share/applications/opera.desktop
File content is intact and the file starts Opera

Reset the K-Menu and the Opera back in K-menu
With K-menu Editor changed the "opera %u" to "opera -newwindow"
The first Opera window instance opens with Speed Dial Tab as I like
Second Opera instance opens but Speed Dial Tab missing, a bare Opera Window without a tab
  Easy to add the tab

Added Opera to Panel
Checked operation is successful, Opera windows open as above

I am still undetermined as to how Opera ought to open. If I don't allow Opera to be grouped it is easy just to drag Opera to required dekstop but I will have to move to this desktop as a second click to use the Opera instance now here. One extra click.

At this stage Opera will only open in dt-6

If you right click the top border, and Advanced --> Special Window Settings or Advanced --> Special Application Settings, is there by chance a check box checked in either, to remember which desktop to open on? I have 20 desktops, and Opera always opens on whichever desktop I'm currently on when I click the icon.

Of what use be there for joy, if not for the sharing thereof?

Advanced --> Special Application Settings

I have played around here a fair bit, some time ago probably 3 Opera installs ago. As soon as I read your suggestion I went back to re-check as I have never done so in the latest Opera install (very poor of me).

There was something here I did not understand from previous. In attached pict 11 is how I found settings.  Once again I unchecked  "Desktop" option and reset the 2nd option in front of "Desktop 6" which always stays greyed out. My previous recollection is that made no difference. However this time I also closed Opera (all of instances down) and then opened Opera.

Now it does work

I don't feel good about my logic as I had even checked the same settings for Firefox thinking this would reveal the clue as Firefox behaved exactly like I wanted it. Firefox similar Advanced setting  of course also has Desktop unchecked.   :'( :'(

To you thank you as I really don't like mysteries.
