How to eliminate the mouse-over pop-up prompts from panel icons?

How can I eliminate the pop-up prompts that appear when I move the mouse-pointer over the icons on the main panel menu?  I can't find the "fix" for that in the system configuration "Look and Feel" pages (or anywhere else).

It can be disabled in 4.5. There will be an option to set the amount of time before a popup appears, and this time can be set to "Never" (which is set by making the delay less than 0).
