It all depends on whether the CPU is being governed or not and then if it is under heavy load or not.
This PC used to toddle along at 800Mhz and only ramp up to 3.2Ghz when required.

Thanks JohnBoy. That gave me a lot of useful information, including all the speed steps my processor had and the cpufreq governors.

Quote
analyzing CPU 0:
  driver: acpi-cpufreq
  CPUs which run at the same hardware frequency: 0 1 2 3 4 5 6 7
CPUs which need to have their frequency coordinated by software: 0
  maximum transition latency: 10.0 us.
  hardware limits: 1.60 GHz - 2.67 GHz
  available frequency steps: 2.67 GHz, 2.67 GHz, 2.53 GHz, 2.40 GHz, 2.27 GHz, 2.13 GHz, 2.00 GHz, 1.87 GHz, 1.73 GHz, 1.60 GHz
available cpufreq governors: ondemand, conservative, powersave, userspace, performance
current policy: frequency should be within 1.60 GHz and 2.67 GHz.
The governor "ondemand" may decide which speed to use
                  within this range.
current CPU frequency is 1.60 GHz.

And I have the same thing for 8 total processors. I assume quad-core + Hyperthreading gives me 8 virtual processors?

P.S. Guys all those with lower speed please run                 cpufreq-info            command:

Thanks, this clears those frequency questions.
