LXDE Panel Preference window hogs screen

A minor gripe, but if I try to edit the Application Launch Bar the Panel Preferences window stays on top even when it's not active.  You can shoulder it aside or minimise it, but it's a nuisance.  It shouldn't do that!
How does one become a hero?  By asking a lot of dumb questions apparently! I have three computers of various ages, the most powerful is a Dell Netbook 10v; each has 2 or 3 versions of PCLOS of various vintages.  Location, St John's, Newfoundland.

Unless I am misunderstanding, mine doesn't do this. Are you saying that it acts as if it's configured to be "Always On Top"?

Yes, on all three computers.

Open /home/<you>/.config/lxpanel/LXDE/panels/panel and post its content here, please.

Edit:
We have storms passing through today. I may have to shut down or risk electrical damage. If I do, Rudge, would you compare Howard's panel config file to your file and see what might be different?

OK.  It's rather long so I'm attaching it rather than  pasting it.  Sorry to interrupt the rapid response team, but I had to get my supper!  (I had to add .txt to get the software to accept it.)

Actually, there are quite a few differences. I am uncomfortable making a recommendation because, I have seen now, that a change to this file can mess some things up LOL.

If the problem is with this file, I don't see for certain what part effects this behavior.

We might still have to wait for Neal.

I do however see that while that window is open, if you right click on the decoration border at the top, and hover your mouse over "Layer" there is a "Always On Top" selection. You might give that a shot and see if it toggles something off?

EDIT: Yep, that looks like it. Click on "Normal" to set it to act as such.

Good try Rudge, that's new to me, but both windows are "normal" and the PP always stays on top.  I tried all combinations e.g PP "always on bottom" and ALB "always on top", but it didn't have any effect - the layer command isn't working.  At least I can minimise it.

I guess we'll have to wait for Neal's thunderstorms to end.

Checked your file. No problems there. It was worth checking, any road.

Going with Rudge's suggestion, change to "always on bottom." Logout -- login. Change to "normal."
