lost top and bottom pannels

When I started the computer up this morning I got a message that home/.dmrc has the wrong permission and it should be 644
I clicked ok and when it started I found no top and bottom panels
I checked the file /home/dave/.dmrc and found the partition to be 600
i tried to change it with a su console to 644 by ¨chmod 644 .dmrc¨
but it keeps going back.
I checked /root/.dmrc and it also has 600 not 644 but the top and bottom panels are still there


Any help would be appreciated

installed from iso
as far as i recall after installing kaffeine (I needed to also install all of the  libqt4... files except libqt4-dev, libqtscripttools4) and k3b I have rebooted and had no problems.
Since then I have installed openoffice and after that

found some info that worked. In a console type in

xfce4-panel &
disown %xfce4-panel

when you reboot it should stay active
