Colour of ballons, when mouse over taskbar icon

The default colour is a dark grey.  Is there a way to change it to a different colour?

Maybe change the colour of the see-through taskbar too...?
One of the few things I've learnt as growing older.  Is to choose your battles.. but never loose sight of the war..!

Sammy, my "ballons" are black with white righting. Post a screen shot.

Use a magic marker.  ??? ???  I'm joking.

I never saw it be a different color. I think there is a way to turn off the tips but I never saw a way to configure their behavior. Sorry.
