gnome-power-manager or xfce4-power-manager? or??? for pclinuxos lxde?

Sure it does. Just open "Configure Your LXDE Desktop/Screensaver Settings and on the "Advanced" tab, you will find the settings.  ;)

On the right end of lxpanel > red button with white circle > click it > type <Enter> key.

in lxde c'è battery monitor che avvisa quando la batteria è scarica (5min.) con il messaggio battery low posso cambiare il comando: xmessage battery low con un comando per arrestare il notebook?

I don't know. I don't have a notebook to test on.
