Why are things in desktop folder not on desktop?

When I download something to /home/me/Desktop it does not automatically appear on the computer desktop, but I can see it as a file in /home/me/Desktop. This seems to be a KDE4 thing. Can this be changed?

the desktop can be enabled and disabled to show files/folders on desktop folder

in the desktop right click/desktop view settings/activities/type/

set it to folder view
