<SOLVED> Clock problems... what time is it?

I set ntp to run using PCC... but the time in my tray is 4 hours off... if I hover the mouse over the tray clock the pop-up says:

Local 5:34pm
Eastern 1:34pm

I'm not sure why these are different. Eastern is the correct time, but Local is what you see on the taskbar. I'm thoroughly confused. How do I get Local=Eastern

it has been discussed in the forum...
set local time in bios clock and set it again in pcc. it shoul be enough...
