how to tell synaptic that a package is not broken

I installed and external package that has an incorrect dependency.
The software works correctly and does not interfere with anything else.
Synaptic thinks it is broken and would not let me install anything else before I allow it to remove the package.
I had this issue long ago and found out there's a config file where you can tell synaptic a package is fine.
I don't remember what I did.

What config file and setting do I need to change (/etc/apt/apt.conf? add something there?)

rpm -e --justdb name-of-your-external-package
