I've tried every way to add this and I can't get it to work in KDE4 on 2007. I've put kmail.desktop in:
$HOME/.kde4/share/kde4/services
/usr/share/apps/konqueror/servicemenus/
But neither changes my right-click menu. Can someone point me in the right direction?

Apparently this resolves itself after some amount of time since it now works. Sheesh!
