SCIM installed, can type Japanese in Firefox, but problems

I am a Linux newbie.  A couple of days ago I installed PCL 2009.2 on a notebook pc without problem.  Mostly it works, but I have a few problems.  In this post I will only ask about one problem though and maybe later in a separate post I will ask about some of the others.

I used Synaptic to download and install scim, anthy, etc. and now I can type Japanese characters in Firefox.  By the way, before posting I searched here about installing a Japanese IME in order to input Japanese characters and have read a bunch of stuff.  After installing scim, etc. I went into Settings | Regional & Accessibility | Country -- Region & Language Locale tab and set country to U.S.A. and added Japanese.  I then changed the order of the languages so that the first one is English and the second one is Japanese.  Then I started the Control Center | System | Manage localization for your system and selected Japanese.

I have two problems:

1.  All the KDE menus, icon names, app menus, etc. are in English.  That is what I want.  When I hover the mouse cursor over things in the task tray at the bottom right corner of the screen everything (well, almost) is in English.  That is what I want.  If I right click and icon the options are in English.  That is what I want.  But, if I hover the mouse cursor over the network icon in the task tray the options are all in Japanese.  Also, if I right click the network icon the options are in Japanese.  That is not what I want.  I want to have everything in English, but have the option of selecting Japanese to type.  It is very strange that everything remains in English except the network icon menu of options.  How can I fix this?

2.  The other problem is that although I can select Japanese and type in Japanese while using Firefox, I can't with KWrite.  In KWrite I can still use the scim icon at the bottom of the screen to select Japanese, but when I type in KWrite I still get the English characters.  So far, I have only tried Firefox and KWrite so I don't know about other apps.

Can anyone help?
