If my theory is correct it was a hardware issue caused by a software glitch induced by the off switch.

Pleased that you resolved the problem - one thing I was told was never to use the power on/off switch UNLESS absolutely nothing else works as it may cause power "issues" which can affect the PC's hardware / motherboard (I'm not sure how valid the theory is but, as they say, "better safe then sorry")

99.9% of the time using the on/off switch doesn't cause problems but occasionally.........

On the rare occasions my system locks up and mouse/keyboard aren't responsive I always use the reset button.

I recently had a computer given to me,dell dimension 8300 with an ATI radion graphics card installed and xp.
While installing linux i got a lockup, tried ctrl/alt/del,switch off tower, the computer would not switch off and no reset button,so i turned off the psu not realizing to reset you push the tower switch and hold, well i switched on and the display had lines and missing graphics ect.
So one blown graphics card due to my ignorance :(

You might want to try reinstalling the graphics drivers. I've had similar things happen, but was most times able to fix the problems with reinstalling selected drivers. It's worth a shot, as you have nothing to lose if it doesn't work. ;)

Thanks OP,will try that
Pulled it and replaced with geforce fx5900,the problem is with the ati -bios screen has missing bits.
Sounds to me like it's blown mem,i've yet to try it in a different computer

If it's memory related, test with memtest86, and if errors are shown, test each stick individually. Clean the contacts of any stick that shows errors, (or better, all of them) and the contacts of the sockets, then test again. If the stick still shows errors, remove it, then let it sit for about a week, then test it again.

As reported earlier, in another thread, I have a stick of 1GB DDR memory that tested bad in all sockets tried, on multiple machines. After sitting for a week, uninstalled, it tested perfect, and has consequently been reinstalled and in use for over six months without any issues. Again, worth a shot, as one has nothing to lose except a little time.

I tend to do some strange things when testing supposedly bad hardware, just because I can't find any evidence that anyone else has tried the tests I think up. My first hand experience is that it's a lot harder to truly kill most hardware than is generally supposed, and I have a lot of "trashed because it's dead" hardware happily living it's "second" life. Of all the hard drives I've replaced for others, and told to trash, as junk, only one was actually dead dead dead. I have three boxes of these in the attic that were resurrected, and subsequently used, until their smallish size became an issue. Most are in the 10 to 45 GB range, but they physically still work fine.

Leave it sit for a week or so, to bleed of any residual charge in any capacitors, or the memory itself, then test it again. There will still be room in the bin, if it still fails.  ;D

Mister old-polack;  Quick question if I may - have you got a suggestion as to the best thing to use to clean the sticks and the socket contacts?

I use isopropyl alcohol, with Q-tips and Bounty paper towels. This will sound like an add for Bounty, but they have a rag content that binds them together like no other disposable toweling, and allows them to hold up even with much stronger chemicals, while remaining soft and scratch free. I used them exclusively when working with composite plastic molding, for cleanup with various solvents, and waxing of molds, because they held together and left less residue than any other media. (think shedding, and stray fibers)

I keep a roll on my desk, to this day, to clean electrical contacts and my glasses. I clean the glasses two or three times a day, with the same isopropyl alcohol, applied from a wet Bounty, then buff them with a dry Bounty. Never had a scratch yet. There really is no equivalent product available.

The card contacts are easy. The socket contacts get a bit tricky, but a twice folded bounty dampened (not wet) with the alcohol can be gently slid between the rows of contacts in the socket, cleaning both rows with each pass. Gently really means... gently. You want the alcohol to dissolve the grim, rather than the scrubbing action of the towels. The towels will absorb the dissolved grim during the process. Sometimes I use a vinyl eraser on the card contacts, if there's any real accumulation on the contacts, between passes with the alcohol and towels. One more time, these things are delicate, so always gentle, gentle, and more gentle.

Vinyl erasers can be found in office supply and art supply stores. They are designed to remove pencil marks completely, without damaging even delicate paper. As the eraser wears it does not crumble and leave a dusty residue like rubber, but rather rolls strings of vinyl material that absorbs the material being removed, and are easy to clean up. Anyone old enough to have done any drafting work with real pencils and drafting machines, or water color artists, will be familiar with these. I even had rechargeable, variable speed, electric erasers that used 1/4 inch round sticks of this material for extremely delicate work. Some rat stole them, and i haven't found replacements yet. :P :P :P

Great tip OP with the bounty towels,if you have not got any isopropyl alcohol use a good aftershave as an alternative,i allways used aftershave to clean video player heads and cassette heads in the good old days.
