Printer keeps getting disabled

I'm finding that my HPLaserjet printer keeps getting disabled in PCC.  This usually happens if you send something to the printer when it is turned off.  If you then turn on the printer, PCC disables it and you have to manually tell it to enable.  Since I know this I usually turn it on first.  But my wife constantly has this problem with it (despite the fact that she swears up and down that she turned it on first).  Since I feel this indicates other problems, can anyone tell me why this happens?  And is there a setting to be changed or a work around?  Any help is appreciated.

I often have problems with my HP Laserjet. 

I find that if I remove it using CUPS http://127.0.0.1:631/, reboot, and then find new printers and re-install it will fix it until the next update of any printer related packages.
