Maybe a link to the video would help someone answer your question. (what video are you looking at)

What does this "dock" do? You say it is "to place icon applications" but that doesn't sound familiar to me.

I think more info may be required.

 I think all you need to do to get this bar at the top of the screen is

"right click on the desk top /unlock widgets/right click again on the desktop/ add panel/ right click on the new panel/ add widgets" this will allow you to add all the widgets you want. If widgets are unlocked, you can also right click on any program in the application launcher and pick "add to panel". I hope this all makes since to you. If not, I can try to clarify. Good luck!
