Bluetooth in 2010 no longer starts a bluetooth service. it is handled by udev. I have a bluetooth do-dad (dongle?) someone sent me that plugs into the usb port and it turns blue when I boot up and shows in my list of devices. It also works if I boot then plug it in. I have nothing to pair to it but it does work.

Is it possible that the decision to start Bluetoothd or not, occurs before the internal BT devices are recognised, but after the USB devices are seen?

Well the new internal bluetooth is integrated with the wifi chip and I'd tend to lean in the direction  that maybe the driver for the wifi isn't being built with the bluetooth. Would it be just as easy to have a script written and tied to a icon that could work as a software like switch for those with internal BT? Just thinking out loud..
