last time i used a playstation 2 it couldn't read a vcd but not sure if it was the vcd or what
you can put a video into a cd and open it on a recent dvd player with avi/xvid/divx/mp4 capabilities but that doesn't convert the video to vcd format, the files in a vcd must be mpeg in a certain resolution(very low, cell phone resolution) prepared with a specific folder structure to be called vcd(this is why i say it is dead)
you can't watch cd-rw or dvd-rw content on a playstation 2, the system is designed to do this(avoid pirated games/copied dvds, early days of dvd burners) only cd-r or dvd-r(not sure if dvd+r)
if you still want to do what you mentioned on the first place, nero or k3b will help you but thinking on a dvd video(forget vcd)
i believe that the task is easier to do with devede(you can find it on synaptic if not comes pre-installed)
have in mind that the conversion process from the original format into a dvd format(so you can watch it on the ps2) will take some time, depends on how fast is your cpu, from 2 to 3 hours, maybe less if you have multicore cpu
in this case it is not necessary to use nero but it could help you in the task but i believe that k3b will be the same task without installing the rpm with nero
the rpm you downloaded is basically a zip file with all the required files and folders to add this app to your system, it is different to a .exe or a .bin app but does the same
the problem we mentioned about using app outside synaptic(repos) is that the app you downloaded could be a security risk or could do some damage to your system(mess up some apps or files/folders) but since it is a known app and you downloaded the file from a trusted site there should be no problem
if you decide to install nero(follow the steps i already mentioned), you can open later synaptic and uninstall it(after you see you don't need it anymore

), just press the search button and write nero, mark the proper package to remove it, system will do the rest(it is the beauty of rpm)
