Just take your prefered gtkrc and edit the file /usr/share/gdm/default.conf to use it or run

gdmsetup
to make your preferred gtkrc known to gdm and you will have the perfection!

And indeed you can create your own gtkrc in a perfect harmony with the Phoenix colors!
