That seems to have been the case for quite a while now; last I heard it was suppose to be moving to pclinuxosusers.com, but it hadn't made it there last I checked.
I added the following notice to the How-to that is stickied in this section:

That is the how-to that started our packaging wiki.. ours had quite a bit of extra information added to it, but the key info is still there.
