Successfully upgraded LibreOffice to version 4.0.0.3 under 64bit RC1 using lomanager.
Upgrade was flawless and smooth.

Updated offline installers for 32bit and 64bit are available as outlined in the original post under 1b) Alternative offline installation:

The OfflineInstaller now also checks if previous non-empty directory LO-rpms exists. Remember that you must remove any directory LO-rpms in your $HOME directory before extracting the OfflineInstaller. The 3.6.5 OfflineInstallers are still available on the same server.

Possible bug in LibreOffice version version 4.0.1.2.    in Calc.

My system is a KDE 32 new install of 2 weeks ago and is updated every few days. 
I downloaded LO a few days ago (via synaptic then PC button, Office, LibreOffice manager)

In Calc, in all my spreadsheets,
all the cell formats that were 'day month year' have gone to 'month day year'.
It is a tiresome chore to correct. 
Also, the formatting which shows numbers as red when negative has gone,
it self corrects when related cells are re-calculated but the fault
reappears next time the spreadsheet is opened.

Is this a pclinuxos or a LibreOffice issue, or something to do with my setup ?

I've not had that problem. Did you download the correct language version of LO? Could something else have changed your locale settings?

I also noticed that the locale setting had reverted to English (USA), but that I found easy to correct (Tools -> Options -> Language Settings -> Languages -> Locale setting).

I don't usually use red for negative numbers but this may be part of a more far-reaching problem. Now LibreOfice seems to ignore font colour settings entirely, not only in Calc but also in Writer.

The date formatting- yes I am not sure but I think I may not have made the correct language selection.  I will take note next time. 
Most likely I ignored that selection as I assumed the settings would be in my 'Home' not in the LO files. 

Bald Brick-
Color formatting etc.     Yes looks like LO  should get a nagging / bug report.

Conclude: LO gives you quite good flexibility but not all the settings survive an update.

I removed ~/.config/libreoffice yesterday, and that fixed the colour problems. (And reconfiguring LibreOffice didn't take very long.)

the LO-devs released yet another unforeseen RC, so I have just upgraded the offline installers accordingly. lomanager will follow as soon as LO4.0.3 is released officially.

Recently, I was working on an Impress presentation, and I needed more colors than LibreOffice provides with its standard color picker. Specifically, I needed several light colors, but the standard color list includes only a few light blue possibilities. I could have defined my own colors manually using the Color Picker, but "mixing" colors by specifying RGB or CMYK numbers is a cumbersome, hit-or-miss process. LibreOffice also lets users load predefined color libraries, but none of the ones I found suited me. Instead, by working with web-standard colors plus a little bit of awk scripting, I managed to create my own color list, providing well-organized colors, grouped in families, with as many color variations as I wanted.

The Impress and Draw components let you load a new color list and add colors to it, which is an option if you just need one or two new colors and know how to define them. (An aside: Any color changes you make in Impress or Draw become available for all LibreOffice components.) Open Impress or Draw, go to Format -> Area -> Colors, and you'll see the table of all available colors, with their RGB and CMYK equivalents, along with commands for editing the list:
