the init 6 applies to rc1 64 bit?

It applies to both 32 bit and 64 bit.
The point is that the KDE libraries have been updated and so there is a good chance the "shutdown" widget will not function correctly (until the system is rebooted).
So the instruction is given to reboot the system using command line.
Which command you use is entirely up to you  ;D ;D

In dodgy cases I open Konsole, do su and do poweroff and 30 seconds later physically switch on.
On many occasions when the PC Menu > Leave > Shut down or the shutdown widget did not work, this method worked always.
My laptop does not always reboot cleanly from PCLinuxOS compared to Windows. At times when I reboot from PCLinuxOS, I see that I end up in the BIOS and some other times there is kernel panic during shutdown after a warm reboot.

I have not yet updated to 4.10.1 and will report back if anything untoward is seen. Thanks for the update.
Packaging well will cure headaches of many :) But learning to package will cause headaches in many :(

Just made the upgrade to KDE 1.10.1.  All worked GREAT!   Thanks guys for the nice job!!

Unfortunately, 2 out of 3 machines failed with this update. A new vaio laptop is in excellent shape. A second older vaio laptop rebooted until the progress bar was full (which took 5 mins) and is still sitting there after 1/2 hr. - 2nd try. My main HP pavilion media center rebooted to local host login which I did and left me with [eb@localhost~]$ I typed in startx and that gave me complaints like :
fatal server error - no screens found
failed to load module nvidia....
the kernel on the latter is 2.6.38.8-pclos3.bfs

All machines were fully updated once a week and have been working properly for months
I'm writing this using the 2013.02 iso on the media center.

Any suggestions?

Edit: trying to start the laptop in safe mode I get the same signals as with the Pavilion, including "unable to connect to x server"

My third machine had a similar problem.  I noticed that it had installed updates for dkms-nvidia173 and x11-driver-video-nvidia173 .  I may have gone the long way around, but, I reinstalled PCLos2013.2 onto that unit.  After the installation, I did all the updates in synaptic except for  the two packages above.  It is now working fine.

How to fix nvidia 173 driver issues on Geforce FX5xxx

Try this:
Su to root:
Start XFdrake
Search for Xorg drivers and select the nouveau driver
When ready reboot your system

Download these drivers:

http://ftp.nluug.nl/pub/os/Linux/distr/pclinuxos/pclinuxos/apt/pclinuxos/2010/RPMS.nonfree/dkms-nvidia173-173.14.31-1pclos2012.i586.rpm
http://ftp.nluug.nl/pub/os/Linux/distr/pclinuxos/pclinuxos/apt/pclinuxos/2010/RPMS.nonfree/x11-driver-video-nvidia173-173.14.31-1pclos2012.i586.rpm

Run synaptic.
Remove the installed nvidia 173 drivers.

Start konsole/terminal  and su to root
Go to the download folder where the 2 rpms are
Then type rpm -Uvh *.rpm
When the rpms are installed then reboot your computer
Check with PCC if you have the correct drivers installed for Geforce Fx cards

Thanks John_57, you put me on the right path. I got the laptop already working using FXdrake and will install/remove the drivers in the morning and get back about progress. Have another commitment right now.

Update ran OK.  Only a minor glitch, easily fixed.  Booted to a black screen w/ cursor prompt.  Logged in as root, ran XFdrake, selected my card, exited.  System booted fine then but no Kwin effects.  (Love me some silly wobbly windows.)  Found I was using the nouveau driver.  Checked Synaptic, found latest nVidia driver was NOT installed, used Synaptic to get it installed.  Ran PCC and told it to use the proprietary driver.  Reboot. DONE.  Now using nVidia proprietary driver and Kwin effects are back.  I have an older system with integrated GeForce6150 video chip.  KDE 4.10 looks good!  :)

Looks like we GeForce 61XX card owners are stuck on the 304 driver.

Synaptic now shows all nVidia drivers installed;  173/304/93/310.  Running PC>MoreApplications>Configuration>NVIDIA Display Settings confirms the 304.64 driver is running my card.

More definitive card description:  GeForce 6150SE nForce 430

@JohnW_57  I seemed to have had no idea which drivers to remove, never having fooled around with video cards. Here's the messages I got when I did the rpm install command:

@localhost Downloads]# rpm -Uvh *.rpm
Preparing...                ########################################### [100%]
        package x11-driver-video-nvidia173-173.14.36-2pclos2013.i586 (which is newer than x11-driver-video-nvidia173-173.14.31-1pclos2012.i586) is already installed
        file /opt/google/earth/free/google-earth from install of google-earth-stable-6.2.2.6613-0.i386 conflicts with file from package google-earth-7.0.3.8542-1pclos2013.i586.....
and many more of those conflicts like this!

Did I remove a wrong driver? Is there something wrong with the 173.14.36 version? Should I remove that one and then reinstall? Sorry for my stupidity! My graphics card is NV44 GeForce Go 6400 in this laptop. I have not touched the Desktop yet.
