Unless they "do the deed" from a cyber-cafe, or the local library...  Locating them is the hard part - retaliation is easy.

I suspect once people overstep the mark to this extent, they will be traced, arrested and extradited. Interfering with people's web sites is one thing. Causing major armed incidents tying up the security forces is quite another.
