After messing around with it and basically getting nowhere on this problem, I just completely uninstalled LO4.0 and went through the alternative offline install procedure on LO365_32bit.  All is well now.  I'll wait for the next rev of LO before I try it again.

That's great that you finally got it fixed.

I wouldn't say it's fixed yet.  I just reverted to the previous revision of LO (3.6.5).

Just got the LO manager update (V4.0.1) and installed LO.  Menus are now fine!  I will mark this as SOLVED.   :D
