I have used this file on similar sound hardware ...... I don't remember now but presumably I needed to ....

alsaconf
as root
and see if anything changes.
I am running out of ideas
(I have to ask ... you did create the .asoundrc file for use WITH PA? ... just in case

i get a very faint crackle from the speakers when alsoconf finishes out.
it asks me to choose between legacy isa and hda-intel card. it says the system may become unstable if i choose the legacy card.
i created the .asoundrc file for use with PA.

Try a reboot just to be sure any recent changes are in play.
If you have a WAV file to hand try playing it, first with aplay
aplay file.wav
and then with other players such as VLC and mplayer.
