Yes, I've done the Update Procedure many times, plus have tried a few other servers. I've no idea why you get 'LibreOffice 4' listed on the Dutch server, but I don't.
I'm using PCLinuxOS 2013 MiniMe KDE 4.9.5 - kernel3.2.18-pclos1.bfs (Updated fully from initial install PCLinuxOS MiniMe 2012.08 )
I've posted a pic of what's listed, after; "Reload, followed by Mark All Upgrades, then Apply, and Apply again."
It doesn't seem it will change .

An update is something we don't take lightly as there is a very valid reason for a program to be updated.
Check the sources.list, (?) Yes, I have and I'm absolutely sure it's up to date. Must be a block delivering certain updates to Australia via
http://ftp.nluug.nl/pub/os/Linux/distr/pclinuxos/pclinuxos/apt/ ; which is certainly nonsensical.

Just out of interest I opened LibreOffice and hit, "Check for updates".
